addition, the draft law provides transitional provision (Article 1) that "for purposes of the referendum for the adoption of the Constitution of the State" the National Electoral Court, will train all the consuls in the work electoral notary, at least 30 days prior to the date of the announcement.
The project has no technical basis to justify it and there is no previous study to determine the amount of funds to finance an electoral process, nor the number of Bolivians living abroad
