MAS DO NOT ALLOW THE DELIVERY OF RESOURCES OF THE PARTIES TO THE DISABLED
With the decision of the government majority to refer the bill Congress 769/2008 "By eliminating state funding for political parties, civic groups and indigenous peoples in election years and non-election," the Movement Toward Socialism (MAS) stopped the delivery of those resources to the disabled despite the existence of an agreement signed by the government in May 2007.
According to the agreement signed by the Minister of the Presidency Juan Ramon Quintana with the resources that are cut to political advertising would create the National Solidarity Fund and Equity in benefit of the disabled across the country, who also would be paid a bonus.
In September 2007 the opposition successful only to approve this project and the House referred it to the Senate. In December of that year, the Senate sent it back with amendments seeking institutional balance and fairness that should also be prohibited "all forms of advertising and corporate advertising executive authorities or public sector institutions through any medium communication be funded with resources from the general budget of the nation. "
This means that the executive branch, prefectures and municipalities, all public sector institutions, nor should receive funding and have to spend on advertising and corporate propaganda, except for official communications and publications for terms of the Act must be made.
The Senate felt that the ban would not establish an imbalance because while some would not be able to spread their ideas through the media, the executive branch, prefectures and municipalities have carte blanche to dispose of those resources. Returning
